Azure AD B2C is a separate service from Azure Active Directory (Azure AD) intended for customers
Azure Active Directory B2C provides business-to-customer identity as a service. The customers/clients use their preferred social, enterprise, or local account identities to get single sign-on access to applications and APIs.
Azure AD is Microsoft's solution for managing employee access to SaaS apps and it has features designed for this purpose such as licensing and Conditional Access. Azure AD B2C provides an identity and access management platform for building web and mobile applications.
Pricing for both platforms is based on active user count. However, Auth0's pricing is generally higher. Azure AD B2C offers a free tier for the first 50,000 active monthly users, while Auth0's pricing tier makes the jump from free to paid at 7,000 active monthly users.
Azure AD B2C also uses the tenant concept in reference to individual directories, and the term multitenancy is used to refer to interactions between multiple Azure AD B2C tenants
